Hazardous Material Survey: When Is It Mandatory?
Before demolition or renovation work in Germany, a hazardous material survey (Schadstoffgutachten) may be legally required. Understanding when this obligation applies helps avoid costly delays and legal consequences.
When Is It Required?
A hazardous material survey is mandatory for demolition of buildings constructed before 1993 (when asbestos was still in use), renovation work that disturbs existing building fabric, and whenever requested by the district authority as part of the demolition notification process. Buildings from before 1993 are presumed to contain hazardous materials.
What Is Tested?
A comprehensive survey tests for asbestos, artificial mineral fibers (KMF), polychlorinated biphenyls (PCB), polycyclic aromatic hydrocarbons (PAH), heavy metals, wood preservatives, and formaldehyde. Each material type requires specific laboratory analysis.
TRGS 519 and Asbestos
The Technical Rule for Hazardous Substances 519 (TRGS 519) governs all work involving asbestos. Only certified companies may handle asbestos, and work must be reported to the LAGetSi authority at least seven days in advance. Strict containment, personal protective equipment, and specialized disposal procedures are mandatory.
Costs
Surveys range from approximately 1,500 euros for a single-family home to 20,000 euros or more for industrial buildings. Individual lab analyses cost between 50 and 150 euros per sample depending on the substance.
